They offer a cheap 15 Mbps (2 Mbps up) packge in our area. (44.95 for 7 Mbps, 59.95 for 15!)
I've used RR since 1995 when you used to login with the RR utility, and they have a near perfect uptime.

The main reason why i think there has been a few dropouts of internet in the last few months is the maintenance that they were having. Now, after that maintenance on my area. I rechecked my internet connection speed and I found it to be improving.
I checked my internet speed last december (before the maintenace), my dl/ul rate was 5925kb/s and 546kb/s respectively. I rechecked today and it almost doubled to 9796kbps and 988kbps. Because of these improvements, I have forgiven them for those internet dropout I had experienced a few months ago.
Their cable services is great too.. I havent tried their phone services though.. I might in a couple of months but so far, their services have been great.

I actually ordered my cable service through Earthlink but they messed everything up from the beginning. Time Warner took charge and straightened everything out that Earthlink messed up, apologized for Earthlink and then gave me a great monthly rate to make up for the trouble of the Earthlink SNAFU. I just moved and my biggest concern was that I wouldn't be able to find a place in the RoadRunner cable area. I took a place that I might not have normally considered just because I could get RoadRunner there. I just have a home setup but my speeds at home rival my work speeds, and work has a T1. If it got an better I don't know if I could stand it! :-}) Not much to add... RoadRunner still rocks! Actualy my download speeds @ home are faster than @ work... from the same server/location. I just downloaded a large file (690 MB) from a server in Atlanta and it started @ over 2 mbps and finished @ 840 kbps. I've downloaded DVD distro's and had them finish @ 430 kbps.

TWC making huge improvements over former owner Comcast Reviewer: RideRed Corona,Riverside,CA 03-21-2007 Time Warner inherited quite a horrid situation from Comcast who sold our local cable system to them. Comcast was as bad as a provider could get; horrid speeds, high latency, unreliable connection, bad customer service and tech support, billing problems, you name it; it was a problem for Comcast.
Thankfully about 6 months ago TWC and Comcast had a deal where TWC took over Comcast's SoCal franchises. It was a blessing. Over the last 6 months TWC has made tremendous strides in improving service.
Pre-Sales (2): Availability was okay but because of predatory service schemes it's impossible to know what speed you're signing up for. In some SoCal FiOS areas Extreme is 15Mb, in other areas it's 8Mb. Quite a large range. I would have liked to know what I was signing up for.
Install Co-ordination (1): I signed up online and selected an appointment only to be told 3 days later in an email that my Saturday app't wasn't available and they arbitrarily moved it to the following Wednesday morning. This forced a call and 30 minutes on hold to schedule it for the following Saturday. There is no point in taking online appointments if they're just going to change them. Lame but whatever. Then my installer completed setup with no instructions on how to obtain my username and/or PW or even what the RR portal address was. Getting it took quite a while.
Connection Reliability (5): The service doesn't go down. Quite a change from the former Comcast administration.
Tech Support (3): Chat support bad, phone support okay. Chat support is pointless. Even something as simple as obtaining a username is beyond their capability. As mentioned earlier my installer left without without giving me my RR username. Online chat support told me to go to an https address and enter my phone number. Great, no problem, except the site didn't accept my phone number so I went back to chat and found out

Decent Reviewer: BigRooster Rialto,San Bernardino,CA 03-21-2007 02/12/2007: I'm a former Adelphia customer who was transitioned to TimeWarner back in later November of '06. Since the transition, I have gone through two different speed tiers: 8/512 and now 6/768. 8/512 lasted for about a month; right up until around New Year, and then to my surprise, speeds were changed to 6/768. It was annoying going through the multiple changes, but speeds have been consistent at ~5800/730.
The one cool thing about TW is they give you unlimited transfer in the way of Newsgroups. There's a catch, however. With Adelphia, I could max out my download with the 5GB of transfer they provided through Giganews. Through TW's news provider, I've been able to download my fair share at an average speed of 200kB/s. That's by far not the greatest speed but (I will reiterate this)... as far as I know, there are no transfer caps. You can feel free to test that theory on your own. I've noticed speeds pick up greatly during the night/early morning (500-700kB/s) so if you're a night owl then you might be in heaven. In any case, the extra transfer is a fair trade for the lower transfer speed (in my opinion).
I have yet, in the past 3 months, dealt with TW's Customer Support. Back when I was on 8/512 (right after the transition to TW from Adelphia), I called them to ask what internet packages were available because to me $61 for 512 was a joke. The lady on the phone was courteous and answered my questions quickly, so no complaint there. There have been rumors of 10/1 Extreme in Southern California since the transition to TW began back in November. I still receive fliers advertising that speed, but yet I'm on 6/768. According to the forums here at DSLR, quite a few people in Los Angeles and surrounding areas have began seeing the upgrade. There's another rumor that TW will have So Cal upgraded fully my the end of March; who knows? I'll be glad when/if it gets here.
Bottom line: nothing has gone wrong. I haven't had to call tech support or have a van come out to my house. The connection has always been consistent, even back in the Adelphia days. I don't think 6/768 for $61/month is worth it unless you're like me, and split the bill with 3 other people - or just have money to burn.

Upgraded to the new 'Turbo Premium' tier (which, ironically, is almost the same speed as RR in its heyday), and it's really not much improved. going from 5/384 to 8/512 is not that big an increase, but certain apps such as Bit Torrent really can exploit the download aspect: I've downloaded 600MB ISO's in just a few minutes... and on the flip-side now I can set my Upload a little higher, from 20KB or so to 30, even 40, with about the same amount of noticable impact on browsing. But other than BT, uploading this slow is pretty pointless, especially when its sold as 'turbo'. A local TW rep told me that they're re-wiring the entire area over the next few years, a $9B project, so perhaps I will indeed get good speeds this century after all ::
UPDATE as of 10/12/05
during this past year i have had the following happen:
motorola surfboard modem stopped working (actually their system in my neighborhood is aimed more at toshiba users from what the 'tech' told me). replaced it and the cable outlet (i now have 2 brand new drops in my room, uggh). pcx2200 reboots within the first week an average of 2 times a day. then as time goes on, it goes down to a few times each week. i've had it online now for over 2 weeks (crosses fingers). funny thing is, i still have the same IP as i had with my motorola. weird. since my account was credited a total of 4 days in one week, and it was near the end of a billing cycle, i decided to 'try' RR Premium (advertised as 8/512). i consistently got 9-10Mbps down and 800-900Kbps up. this is not worth the extra it costs but i used it for a few days since it was basically free, then cancelled and returned to standard RR, hoping my accounts would not be deleted again. i'm still mad at them cause i lost a few days of access last year. all in all, we need some serious competition in NEO.RR. low speeds of 5/384 should not cost this much. not in 2005. i want FIOS!!! oh well i'm in SBC territory so i guess i'm waiting til next century to get Ethernet speeds (10Mbps ooh boy).

::: In the Beginning, There Was a Modem Handshake :::
Back in 1997, my husband, then boyfriend, heard of this newfangled service called a cable modem. He called our local cable company, Time Warner Cable about daily wanting to know when they were going to start offering service. Then, in 1998, we were notified that we were accepted for their beta program, where they would do an install for free, and provide free service for the duration of the beta program. Two installers showed up, ran the cable lines for us, gave us the modem, and we were on our way.
And life was good.
Then, our crazy landlady sold the house we were renting. We had to move during the beta program. Road Runner service was moved for us to the new apartment for free.
And life was good.
So here I am, nearly six years later, one of Road Runner's oldest customers in my area. We recently added on Time Warner's digital phone service, and they finally replaced our cable modem, the one we had gotten during the beta program. I wept a little bit.
But life is still good.

Got the self-install unit. Easy and painless.
The only reason I got this is I have 2 teenagers who suck down bandwidth like some people drink water. Plus it gives the household a back-up in case DSL goes out (rarely).
Have only noticed minor slowdowns, no major outages.
In all, I am satisfied for the moment.
Also have my ELK True Voice connected to cable connection.

I was in heaven, and with each subsequent upgrade, I was thrilled to download files a bit.
